How to Renew Passport in DFA Cebu?

Every five years, Philippine passports expire and need to be renewed. Issuance of new passports are done at any office of the Department of Foreign Affairs (DFA). Being a country of many overseas workers (OFWs), passport renewal certainly concerns many people in the Philippines.



In this article, I would like to layout the process of renewing passports in DFA-Cebu. I would like to differentiate Cebu from Manila since DFA-Manila has slightly different method or I would say a more "advanced" way of passport processing.

This article may also expire if changes are made to make Cebu process at par with Manila in the future. For the mean time, here are the steps you need to do in order to renew your passport as of January 2016.

1. Prepare the requirements.

This is the most important part of the process. If done correctly, the process would very smooth.
So what are the requirements for renewal of passports? Please see below:

Old/Expiring Passport
1 Valid ID
3 Supporting Documents
Photocopy of the above documents. Photocopy the Bio page and the last page of the old/expiring passport.
Money - 1200 Pesos for Express, 950 Pesos for Regular Processing



Here's the list of valid IDs:

  • Government-issued picture IDs such as the following:
  • Digitized SSS ID
  • Driver’s License
  • GSIS E-card
  • PRC ID
  • IBP ID
  • OWWA ID
  • Digitized BIR ID
  • Senior Citizen’s ID
  • Unified Multi-Purpose ID
Other acceptable picture IDs such as the following:
  • Old College ID
  • Alumni ID
  • Old Employment IDs

Here's the list of supporting documents:
Note: These are old documents issued at least one year before the date of application.
  • PSA Marriage Contract
  • Land Title
  • Seaman’s Book
  • Elementary or High School Form 137 or Transcript of Records with readable dry seal
  • Government Service Record
  • NBI Clearance
  • Police Clearance
  • Barangay Clearance
  • Digitized Postal ID
  • Readable SSS-E1 Form or Microfilmed Copy of SSS-E1 Form
  • Voter's Certification, List of Voters and Voter's Registration Record (please attach receipt)
  • School Yearbook

2. Line Up at the Pacific Mall to Get Priority Number

There are many people getting passports from DFA. People starts lining up as early as midnight. If you arrive around 6AM, there's a chance the priority numbers will not reach you.

Note: My friend recently went to DFA on a Monday at 4PM. She got her passport renewed in 30-minutes. All priority numbers for that day was already served.

3. Follow the written instructions in DFA - Cebu

By 7AM, the security guard will be dispensing the priority  number. They will tell you what time to come back for the actual process. If you got a number below 50, chances are, you will be in the first batch which will be accommodated at 9AM. 

Again, if all your requirements are complete, you can do the entire process in less than 30 minutes. You will be issued a stub with claim date on it.

You can also opt to have your passport delivered via a courier at a cost.

Claiming the Passport

Since I decided against door-to-door delivery, I went again to DFA-Cebu after 10 days and got my passport in less than 15 minutes. All I did is to go to the claiming area, put my claim stub in a box in the first glass window and wait for my name to be called.

Upon receiving my new passport, I presented my old passport. They punched two holes in it rendering it old and expired. At the same time, I was also asked to examine my new passport if the information in there are correct. 

Lastly, I signed my name in a log book and left.

    4. possible. The requirement says just one valid ID and 3 supporting docs. But supporting doc may include an ID. So technically, you can provide at least 1 ID given that you have 3 non-ID supporting docs.
